Peter was awarded the “Medal of Australia” (OAM) on 26 January 2002 for service to the Chinese community of Queensland and to the business community of Fortitude Valley as a leader of Chinese community groups, a contributor to local health, safety and welfare organisations, and an instigator of multicultural events in the area.

Peter was awarded the “Centenary Medal of Australia” on 1 January 2001 for distinguished service to the Chinese Community.

Peter was born in Rabaul, Papua New Guinea, attended the Catholic mission Primary school there and was a high school student at Downlands College in Toowoomba. He worked in Rabaul before starting his own retail/wholesale business in Buin, Bougainville, PNG. In 1974, he moved his family to Brisbane, and over the next four years, commuting several times annually to visit them, before he himself moved permanently to Brisbane in 1978. In 1980, Peter joined the Macgregor Lions Club until 1986, and served as the area coordinator for the Queensland Cancer Fund in 1985. In 1996, Peter, as President of the Queensland Chinese Forum (QCF), and with the assistance of the members, was instrumental in assisting the Sunnybank Lions Club form the Lions Club of Brisbane Chinese.

The catalyst for Peter’s commitment to the betterment of Queensland's Chinese community was when as members of the Cathay Club, in 1985 Peter and his wife, Anna, toured China. Back in Brisbane, he joined the Cathay Club's welfare arm, becoming the Welfare Director in March 1986, Vice-President in 1987, and then President in 1988 until 1997. Through this voluntary work Peter, as President of the Cathay Club, was instrumental in establishing English language classes for newly arrived migrants with the help of Father Albert Chan; and Cantonese and Mandarin classes with the help of Ms Yvonne Tam, for the children of Chinese migrants to ensure the maintenance of their cultural heritage. In 1989, Peter with the help of Mr Peter Chow, established the HACC (Home and Community Care) service for frail and ‘at-risk’ Australian Chinese in Brisbane, resulting in several other Chinese Organisations now receiving Federal funding under the HACC and Aged Care schemes. Peter also participated in the establishment of a Chinese Women's Health Program to ensure healthy living and exercise becoming part of a community agenda.

In 1994, Peter became the Founding President of the Queensland Chinese Forum (QCF). In response to the 1996 rise of misinformation and divisive policies of the One Nation Party, he acted with the then QCF President Bill Qui, Jeannie Mok (ACARD), Michael Choi (AMAR) and Indigenous elders, Uncle Robert Anderson OAM and Uncle Mr Bill Lowe, to raise political support for community forums and to rally against One Nation through a show of multicultural solidarity.

During the 1990s, Peter volunteered his services to the Brisbane City Council to reverse the decline of Fortitude Valley and the ethnic community's hub, Chinatown. In 1991, Peter was one of the three Foundation Directors of the Valley Business Association, established to promote and market Chinatown and the Brunswick Street Mall. He remained in this position until 2001. In 1994, Peter became heavily involved in the major refurbishment of Chinatown, after all the original Chinese-style rotunda roofs had suffered severe damage. Designers and builders from Qingdao China were contracted to rebuild the rotundas, with work completed in 1996.

Peter worked with Inspector Paul Wilson, then the Police Inspector in the Fortitude Valley, to establish a safe area for the community, which led to the development of practical measures of better street lighting and a police office in Brunswick Street Mall. By the time Peter resigned from Brisbane Marketing in 2001, businesses were once again returning to the Valley, and the precinct was on its way to enjoying its economic success and lifestyle popularity. Peter was the Queensland Premier's voluntary representative on the Brisbane City Council Advisory Board for Chinatown and Brunswick Street Malls, as well as a Member of the Queensland China Council in the Premier's Department.

As an Executive member of the Queensland Chinese Forum, Peter was also a driving force behind the realisation of Dr Kee Cheung's vision of establishing a Queensland Chinese museum, with the assistance of the then Councillor David Hinchliffe. The conception of a current virtual museum and a future physical museum aims to warrant the significant contribution of Queensland's Chinese community is acknowledged and made available to the general public.

Proposed by Mr Ralph Seeto and Mr Joseph Chan, Peter was again active in raising awareness of the more than 500 Australian Chinese who served in the wartime service for the nation. Peter, supported by QCF President Dr Kee Cheung successfully lobbied for the Commonwealth, State and Local Government funding to cast the Commemorative Bell, which was unveiled in Brisbane's Chinatown Mall in March 2007 by the then Councillor Campbell Newman, the Right Honourable the Lord Mayor of Brisbane.

Led by Peter, Queensland Chinese Forum has contributed to the establishment of several associations including the Chinese Community Crime Prevention Consultative Committee in 2007 with the help of Inspector John Fox. This was originally a partnership between the Queensland Police Service and QCF, (which changed later to the Queensland Chinese Community); and the Chinese Victims of Crime Support Group.  Peter has been instrumental in the creation of other community associations, including the Australian Queensland Fujian Association, while mentoring and encouraging the emergence of younger Chinese leaders.

Today, Peter Low OAM is acknowledged as the leading Chinese leader in Brisbane, whose influence in the large Chinese community and other multicultural networks, facilitates close and productive relationships with the government (local, state and Federal) and society at large.

多年来在Peter的带动下,昆士兰华人论坛为多个社区协会的成立做出了贡献,包括1996年的布里斯班华人狮子会和2007年的华人社区防预罪行咨商委员会(最初是QCF与昆士兰警务处督察John Fox之间的合作伙伴关系,后来改为昆士兰华人社区与警务处之间的合作, 加上华人犯罪受害者支援小组)。Peter在创建其他社区协会方面发挥了重要作用,包括澳大利亚昆士兰福建同乡会,同时指导和鼓励年轻的华人成为未来领袖。

如今,罗德文被公认为布里斯班的华人领袖,他在广大的华人社区和其他多元文化网络中的影响力,促进了华人与政府(地方、州和联邦)和整个社会的密切和富有成效的关系。
