Queensland Chinese Forum 昆士兰中文论坛


The Council of Chinese Organisations of Queensland was first proposed in 1984 by several Chinese ethnic community leaders and an interim committee was set up as the preparatory group.  The Council was renamed the Liaison Committee of Chinese Organisations of Queensland in 1987; and later as the Queensland Chinese Forum (the Forum, QCF) when it was formally constituted in 1994 with seven member associations (Cathay Community Association, Chinese Business and Professional Association Qld, Chinese Ethnic Broadcasting Association of Qld, Chinese Fraternity Association of Qld, Hong Kong Business & Professional Association of Qld, Qld Chinese Food and Beverage Hospitality Association, and Taiwan Friendship Association Qld). 

昆士兰华人团体理事会于1984年由几位华人社区领袖首次提出,并成立了一个临时委员会作为筹备组。 1987年理事会更名为昆士兰华人团体联络委员会; 1994年正式成立昆士兰华人论坛(Queensland Chinese Forum, QCF),共有7个会员协会(国泰会、昆士兰华人商业及专业协会、昆士兰华語广播协会、昆士兰华人宗亲协会、昆士兰香港商业专业协会、昆士兰中华餐饮业协会、昆士兰台湾同乡会).

QCF was incorporated in January 1995 to represent its members on general matters and issues which are of mutual concern to the Chinese community in Queensland, whilst individual member associations retain full autonomy in the management of their own activities and affairs.  It is intended QCF to be the collective voice of Chinese in Queensland.

The general running of the Forum is governed by a Management Committee comprising of delegates from each of the member associations.  An election is held every year when the Executive positions comprising President, Secretary and Treasurer are elected.  In order to avoid having one person from an organisation taking the President role for a long period of time, the Constitution makes restriction on the President’s term of office.

Over the years, QCF contributed to the establishment of several community associations including the Lions Club of Brisbane Chinese in 1996, the Chinese Museum of Queensland in 2004, and the Chinese Community Crime Prevention Consultative Committee in 2007.

QCF于 1995 年 1 月注冊成立,代表其成员处理昆士兰华人社区共同关心的一般事务和问题,而各个成员协会在管理自己的活动和事务方面保留完全自主权。 QCF 旨在成为昆士兰华人的集体声音。

论坛的一般运作由管理委员会管理,该委员会由来自每个成员协会的代表组成。每年举行一次选举,选举包括会长、秘书和财务在内的行政职位。为了避免一个组织的一个人长期担任会长职务,会章对会长的任期订下了限制。

多年来,QCF促成了多个社区协会的成立,包括1996年的布里斯班华人狮子会、2004年的昆士兰华人博物馆和2007年的华人社区防预罪行咨询委员会。

To fulfil the QCF objective of providing a forum for delegates from Chinese organisations in Queensland to discuss and act on matters of domestic importance affecting the Chinese community, QCF regularly hosts public conferences on topics relevant to member associations and the Chinese community at large.  The first QCF Conference was held in 2007 entitled “Australian Chinese, Australian Politics”, followed by “A Virtual Exhibition of the History of Chinese Settlement in Queensland” in 2009, “Confucianism – What it means to the current overseas Chinese?” in 2012, “Optimising Trade and Investments Between Asia and Australia” in 2014, “Understanding and Engaging the Australian Political System” in 2016, “Calling Queensland Home” in 2019, and “Empowering the Culturally and Linguistically Diverse Communities in Queensland” in 2023.

QCF believes in the importance of communicating and engaging the youth in the community.  We therefore also held seminars aiming at student audience with topics relevant to them – personal safety, tax issues etc.

Since its establishment in 1995, QCF had organised or involved in various charity events raising valuable funds for victims of natural disasters including the Boxing Day Tsunami in 2004, Cyclone Larry in 2006, North Queensland Flood and Victoria Bushfire in 2009, Haiti Earthquake in 2010, Queensland Flood Appeal in 2011, and Lions National Appeal: Flooding in Queensland in 2019.

Other significant QCF activities include the establishment of a commemorative bell in Chinatown Mall in 2007 for those Chinese who fought for Australia during the World Wars, Music in Harmony concerts in 2008 and 2011, and the ‘Hear the Voice’ seminar in 2023.

为实现 QCF 的目标,即为昆士兰华人组织的代表提供一个论坛,讨论影响华人社区的国内重要事项并采取行动,QCF 定期举办与会员协会和广大华人社区相关主题的公开会议。第一届QCF会议于2007年举办,题为“澳大利亚华人,澳大利亚政治”,随后于2009年举办了“昆士兰华人定居历史虚拟展览”,“儒家思想——对当今海外华人意味着什么?” 2012 年“澳亚经贸合作促进研讨会”,2014 年“了解和参与澳大利亚政治制度”,2016 年,2019 年“以昆士兰为家” ,2023年 “賦予昆士兰多元文化及多元語系社会自主能力”

QCF 相信与社区的年轻人进行沟通和参与的重要性。因此,我们还举办了针对学生听众的研讨会,主题都是与他们相关的:人身安全、税务问题等。

自 1995 年成立以来,QCF 组织或参与了各种慈善活动,为自然灾害的受害者筹集宝贵资金,包括 2004 年节礼日海啸、2006 年飓风拉里、2009 年北昆士兰水灾和维多利亚丛林大火、2010 年海地地震、 2011 年昆士兰水灾,以及2019 年昆士兰水灾。

QCF 的其他重要活动包括 2007 年在唐人街为在世界大战期间为澳大利亚而战的华人竖立纪念钟, 2008 年和 2011 年的 Music in Harmony 音乐会,以及2023年的“原住民国会之声入宪公投”讲座。

QCF organised functions such as celebration of Chinese New Year and Moon Festival, celebration at Parliament House after the new State Government sworn in, as well as assisted the State Government with the annual Premier’s Chinese New Year Reception at the State Parliament. These activities aim to promote Chinese Culture and Multiculturalism in Australia.

QCF also regularly responds to political situations and government policies. In November 1996, QCF and the Vietnamese community in Queensland co-hosted a dinner seminar to denounce the racist views of Pauline Hanson.  QCF then participated in a protest march in Ipswich to voice our concerns. In 2013, the government proposed to change the Racial Discrimination Act, Section 18 C in particular.  QCF collectively provided a response objecting to such changes.

 QCF will continue to advance the interests of ethnic Chinese people and promotion of multiculturalism in Queensland Australia in the years to come.
